The People’s Reporting Project

Last summer, after the largest uprising for racial justice in this nation’s history, Governor Andrew Cuomo was successfully pressured to revoke Section 50-a of the State’s Civil Rights Law. This means local governments can release the disciplinary records of police officers. All across the state cities of all sizes have released these records for the benefit of their residents. But not Troy, who has refused several formal requests to see these records. 

Given how little trust now remains between the city government and the people we realize it is important that we collect and share this information on our own. It is only when we share information that we no longer feel alone and threatened. The People’s Reporting Project is an independent system to record and gather data about local law enforcement agencies and their officers. We welcome all information about your interaction with officers, past, present, and future to help us put together the necessary information that will heal our communities and root out bad actors.

What will you do with my data and who will see it?

We want you to feel confident and safe about reporting sensitive information. That is why we want to be very clear about what will happen once you fill out the form bellow. 

The information will be put into a Google Sheets form operated by the DefundTPD working group of the Troy Democratic Socialists of America. This form is accessible to members of the working group that have been briefed on privacy best practices. The account will be secured with a strong password and two-factor authentication. 

No reporter or public official will gain access to these reports without a subpoena or prior authorization from the person who gave us the report. 

No identifiable information whatsoever will be shared with anyone outside of the working group without express permission from the individual who made the report. However, we may release anonymized information if we see a serious trend that the public should know about. 

Here is a hypothetical example of that in action:
Suppose we get five reports about Officer Smith planting drugs on people during traffic stops. If it is clear that multiple people saw the same thing happen, and/or multiple people had the same thing happen to them, we will write a public report on the matter. We may reach out to you individually to clarify your report (if you provide us with contact information) and then we will release a description of the event saying that “five people reported” something to us but we will not mention who gave us the five reports in our public statement.

El verano pasado, después del mayor levantamiento por la justicia racial en la historia de esta nación, el gobernador Andrew Cuomo fue presionado exitosamente a revocar la Sección 50-a de la Ley de Derechos Civiles del estado de Nueva York. Esto significa que los gobiernos locales pueden publicar los registros disciplinarios de los agentes de policía. En todos los estados, las ciudades han publicado estos registros para beneficio de sus residentes. Pero no Troy, el gobierno de la ciudad ha rechazado varias solicitudes formales para ver estos registros.

¿Qué harás con mis datos y quién los verá?

Queremos que se sienta confiado y seguro al reportar información confidencial. Es por esto que queremos que tenga muy claro lo que sucederá una vez que complete el formulario de abajo.

La información se colocará en un formulario de documentación en Google, operado por el grupo de trabajo DefundTPD de Troy los Socialistas Democráticos de América. Este formulario es accesible solo por los miembros del grupo de trabajo que han sido informados sobre las mejores prácticas de privacidad. La cuenta estará protegida con una contraseña segura y autenticación de dos factores.

Ningún reportero o funcionario público tendrá acceso a estos informes sin una citación o autorización previa de la persona que nos entregó el informe.

No se compartirá información identificable alguna con nadie fuera del grupo de trabajo sin el permiso explícito de la persona que hizo el informe. Sin embargo, podemos divulgar información anónima si vemos una tendencia seria que el público debería conocer.

Aquí hay un ejemplo hipotético de eso en acción:

Supongamos que recibimos cinco informes sobre el oficial Smith plantando drogas en las personas durante las paradas de tráfico. Si está claro que varias personas vieron que sucedió lo mismo, y / o que a varias personas les sucedió lo mismo, escribiremos un informe público sobre el asunto. Es posible que nos comuniquemos con usted individualmente para aclarar su informe (si nos proporciona información de contacto) y luego publicaremos una descripción del evento diciendo que “cinco personas nos informaron” algo, pero no mencionaremos quién nos dio los cinco informes en nuestra declaración pública.
